Many opinions and theories try to explain this phenomena ,some have attributed it to individual factors related to the physical and psychological development of the criminal. Others attributed it to external factors related to environment, educational level , economic level…etc, while others have attributed this phenomenae to both internal and external factors together. Many of these theories were launched in their search for the factors of criminal behavior from hypotheses away from reality and not recognized by Sharia. On the other side, there are serious studies of Muslim scholars that represent an integrative trend in interpreting criminal behavior. The Islamic approach provides correct treatment of this behavior so that an integrated theory can be constructed to solve the problem of this behavior. The purpose of the study of the reasons leading to the crime and its interpretation is that the knowledge of these causes and treatment leads to the prevention of crime and reduction of them as much as possible in society. In the light of the above, this research aims to explain the criminal behavior in the light of the most important theories, and its evaluation from the point of view of legitimacy and the interpretation of criminal behavior in the light of the Islamic approach and the consequences of it and the extent of its use in the prevention and control of crime.
