الاستقلال المالي للمجالس المحلية في النظام الإماراتي

تعد المجالس المحلية أحد أهم أساليب التنظيم اإلداري في الدولة، والذي يقوم على توزيع الوظيفة اإلدارية بين السلطات المرکزية في الدولة وبين هيئات إدارية متخصصة على أساس إقليمي لتباشر ما يعهد إليها تحت رقابة هذه السلطة، ويعتمد نجاح عمل هذه المجالس على ما تتمتع به من استقاللية عن السلطة المرکزية، و يعد االستقالل المالي أحد صور هذه االستقاللية، والذي يستند في طبيعته على الشخصية المعنوية التي تتمتع بها المجالس المحلية. وبالنظر إلى أهمية االستقالل المالي للمجالس المحلية، جاءت هذه الدراسة بهدف تسليط الضوء على مدى االستقالل المالي للمجالس المحلية في النظام اإلماراتي، وذلک من خالل بيان مظاهر هذا االستقالل المالي، إضافة إلى تحديد نطاقه من خالل البحث في القيود الواردة على هذا االستقالل المالي، خاصة مسألة الرقابة المالية على المجالس المحلية في دولة اإلمارات وصور هذه الرقابة. الکلمات الدالة: المجالس المحلية. الشخصية المعنوية للمجالس المحلية. إي اردات المجالس المحلية ونفقاتها. الرقابة المالية. النشاط اإلداري. االستقالل المالي للمجالس المحلية في النظام اإلماراتي The financial independence of local councils in the UAE Abstract: Local councils are one of the most important methods of administrative management of the State, they are based on the distribution of the administrative function between the central authorities of the State and between the specialized administrative bodies on a regional basis to do its missions under the control of that authority. It is important to remember that the success of these boards depends on its independence from the central authority. Furthermore, the financial independence is one of independence criteria, which is based on the independence of the legal personality of these local councils. Given the importance of the financial independence of local councils, the aim of this study is to highlight the importance of the financial autonomy of local councils in the UAE system by clarifying the areas of its financial independence, as well as to determine its scope by conducting research on the financial control of local councils in the United Arab Emirates and the method of this censorship.
