التغيرات المناخية ومدى تأثيرها على الأمن الدولي وتأثرها به The phenomenon of verbal association in the Saudi newspaper Al-Watan)

إن التغير هو سنة الله في خلقه كما أن المجتمع الدولي لم يبقى على وتيرة واحدة في كافة النواحي الاقتصادية والثقافية والاجتماعية كما أن مساحات الدول وحدودها تغيرت عبر القرون ومن أهم أسباب هذه التغيرات تغير المناخ، وقد شغلت قضية المناخ كافة الباحثين في جميع التخصصات كما اهتم بها القانون الدولي من خلال الجهود التي بذلتها منظمة الأمم المتحدة، والمبادرات التي أطلقتها منظمة اليونيسيف، كما تضافرت الجهود الدولية بين الدول، وكان الهدف من كل ذلك حماية المجتمع الدولي من الآثار المترتبة على تغير المناخ، وما ترتب على ذلك من نتائج غير متوقعة وعابرة للحدود، تؤدي إلى الإخلال بالأمن والسلم الدوليين.
وتهدف هذه الدراسة إلى الوقوف على أهم الأسباب التي تؤدي إلى التغيرات المناخية، ومحاولة إبراز دور الجهود الدولية في وضع ضوابط ملزمة للدول من شأنها التقليل من غازات الدفيئة المسببة لتغير المناخ، كما أن الدول تنبهة إلى مثل هذه المخاطر فوضعت قواعد ملزمة في تشريعاته الداخلية لمنع الأسباب التي تضر بالبيئة والمناخ.
وتوضح الدراسة العلاقة الوطيدة بين تغير المناخ والأمن الدولي حيث أن التوترات والنزاعات الداخلية والدولية تساعد على تفاقم أزمة تغير المناخ وذلك يرجع إلى طبيعة الأسلحة التي تتسبب في تلوث الغلاف الجوي، حرق الغابات التي يعد من أهم المسببات لتغير المناخ، كما أن التغيرات المناخية تؤثر هي الأخرى على الأمن الغذائي للدول الأمر الذي يؤدي إلى الأزمات الاقتصادية مما قد تكون سببًا مباشرًا في النزاعات الداخلية بسبب نقص الموارد الغذائية.
وتؤكد الدراسة على دور التعاون الدولي في التغلب على هذه التغيرات المناخية والتي أكد الوضع الحالي للمجتمع الدولي أنها لم يتم التغلب عليها وخير دليل على ذلك الأعاصير التي اجتاحت العالم الدولي ومن أهمها وأحدثها (إعصار دانيال) الذي تسبب في تدمير العديد من البشر.
وقد اهتمت مصر بهذه القضية وذلك من خلال عقد مؤتمر القمة المعني بتغير المناخ  في شرم الشيخ على خلفية الأحداث المناخية القاسية التي شهدتها العالم، وأزمة الطاقة التي أثارتها الحرب في أوكرانيا، والبيانات العلمية التي تؤكد أن العالم لا يفعل ما يكفي للتصدي لانبعاثات الكربون وحماية مستقبل كوكب الأرض.

This study aims to identify the most important causes that lead to climate change, and attempt to highlight the role of international efforts in establishing binding controls for countries that would reduce the greenhouse gases that cause climate change. Countries also became aware of such risks and established binding rules in their internal legislation to prevent the causes. Which harms the environment and climate.
The study demonstrates the close relationship between climate change and international security, as internal and international tensions and conflicts help exacerbate the climate change crisis. This is due to the nature of weapons that cause atmospheric pollution, burning forests, which is one of the most important causes of climate change, and climate change also affects climate change. It affects the food security of countries, which leads to economic crises, which may be a direct cause of internal conflicts due to the lack of food resources.
The study emphasizes the role of international cooperation in overcoming these climate changes, which the current situation of the international community has confirmed has not been overcome. Egypt paid attention to this issue by holding the summit on climate change in Sharm El-Sheikh against the backdrop of the severe climate events that the world witnessed, the energy crisis sparked by the war in Ukraine, and scientific data that confirms that the world is not doing enough to address carbon emissions and protect the future of the planet. the earth.
