دور نظام الوقف في تعزيز التنمية المستدامة مقاربة تاريخية لأوقاف الأندلس

تهدف هذه الدراسة إلى توضيح المفاهيم المتعلقة بکل من الوقف الإسلامي والتنمية المستدامة ، وکذا إبراز الدور الفعال الذي تقوم به مؤسسات الأوقاف من أجل تحقيق التنمية الشاملة للدول وتبيان أثر الوقف على مختلف مجالات الحياة وعلاقته بالتنمية الاقتصادية والاجتماعية والثقافية والدينية من خلال عرض مقاربة تاريخية لنظام تسيير الأوقاف بالأندلس، وخلص البحث إلى أنه بإمکان الوقف أن يقدم الکثير خاصة فيما يتعلق باعتمـاد کفاءات متخصصة، وهذا لضمان الجدية والفعالية في إدارة وتنظيم الأوقاف في البلاد العربية التي ظلت لأمد بعيد تسير بطريقة أقل ما يقال عنها أنها غير فعالة، والعمل على تطوير أدائهم بشکل مستمر، والقيام بتعديل القوانين والتشريعات التي تساهم في تشجيع الوقف مـن ناحية، والاستغلال الأمثل لأموال الوقف من ناحية أخرى.
This study aims to clarify the Waqf concepts related to both the Islamic endowment and sustainable development, as well as to highlight the effective role that the Waqf institutions play in order to achieve the comprehensive development of countries and to show the impact of the Waqf on various areas of life and its relationship to economic, social, cultural and religious development by presenting a historical approach to the Waqf management system In Andalusia, The research concluded that the Waqf can offer a lot, especially with regard to adopting specialized competencies, and this is to ensure the seriousness and effectiveness in managing and organizing endowments in the Arab countries and work to continuously develop their performance, and to amend laws and legislations that contribute to encouraging the Waqf on the one hand, and optimal utilization of the Waqf funds On the other hand.
