«الاحتساب على غيبة ولاة الأمر .. دراسة تأصيلية». من أهداف البحث: الوقوف على مشروعية الاحتساب على غيبة ولاة الأمر من الکتاب والسنة، وضوابطه، ودرجاته. واعتمدت على المنهج الاستقرائي، وتم تقسيم البحث إلى تمهيد، ومبحثين: التمهيد: مفهوم الاحتساب على غيبة ولاة الأمر. المبحث الأول: مشروعية الاحتساب على غيبة ولاة الأمر. المبحث الثاني: ضوابط الاحتساب على غيبة ولاة الأمر، ودرجاتها. ومن أبرز النتائج: لولاة الأمر حقوق من السمع والطاعة، وعدم التعرض لهم بغيبتهم بسوء، وقد تضمن کتاب الله U، وسنة رسوله r کثيرًا من النصوص الدالة على ذلک. ومن النتائج کذلک: أنه عند التطاول، والمجاهرة بغيبة ولاة الأمر، وتفشيها بين المجتمع، لا بد من التغيير باليد، واستخدام درجة الاستعانة بالأعوان، وأن من لم يرتدع عن غيبة ولاة الأمر، فالتبليغ عن أهل الفساد، والفتنة واجب، ولا يدخل في الغيبة والنميمة المحرمتين. ومن التوصيات: أننا نعيش في عصر تقدم في العلم، وتطور في التقنية، فالمطلوب من المحتسبين استغلالها، خاصة وسائل التواصل الاجتماعي، وتوظيفها التوظيف الصحيح، وأن يولوا هذا الأمر جُلَ اهتمامهم؛ من أجل نشر حقوق ولاة الأمر من السمع والطاعة، والالتفات حولهم. ومن التوصيات کذلک: ضرورة عناية مراکز البحث العلمي، والکراسي، خاصة المتعلقة بدراسات الحسبة بالموضوعات المتعلقة بالأمن الفکري.
The research is entitled: “The Calculation for the Absence of the Rulers of the Command ... An Authentic Study.” One of the objectives of the research is: To determine the legality of reckoning on the absence of the rulers of the matter from the Qur’an and Sunnah, and its controls and degrees. And it relied on the inductive approach, and the research was divided into an introduction, and two topics: Introduction: the concept of calculation in the absence of the rulers of the matter. The first topic: the legality of reckoning in the absence of the rulers. The second topic: The rules of calculation for the absence of the rulers, and their degrees. Among the most prominent results: Guardians of the matter have rights of hearing and obedience, and not to be mistreated by their absence, and the Book of God and the Sunnah of His Messenger included many texts indicating this. Among the results as well: that when overbearing and publicizing the absence of the rulers of the matter, and its spread among the community, it is necessary to change by hand, and to use the degree of aid of the aides, and that whoever is not deterred from the absence of the rulers of the matter, then reporting on the people of corruption and sedition is a duty, and does not enter into backbiting and gossip The two forbidden. Among the recommendations: We live in an era of progress in science and development in technology, so what is required of the muhtasibin is to exploit it, especially social media, and to employ it in the correct employment, and that they give this matter all their attention. In order to spread the rights of the rulers of the command of hearing and obedience, and rally around them. Among the recommendations as well: the need for scientific research centers and chairs, especially those related to hisba studies, to pay attention to topics related to intellectual security
